Concerns needing addressed

Before I start, I want to stress that I'm not calling any one team out in particular. My concerns today are surrounding teams who are not setting their lineups on a regular basis with the best possible players available to them. In other words, tanking.
When we all signed up for this league, there was an un-written understanding that we'd all always try our best each week to win our respective match-ups and continue to try and improve as the season went on. To help keep teams balanced, we implemented a lottery for the teams who performed the worst, giving them a chance at the first overall pick in the next draft. For the most part, most teams have been respectful of this un-written rule. Unfortunately not everyone has been following this understanding in the last while and it's impacting many of us in many ways.
To start with, if a team "tanks" for a given week, they may lose a matchup they'd otherwise win. This means that these losses may possibly change lottery odds for other teams. It also lowers morale around the league in general. Now, if this had only happened a few times, I wouldn't be making this post today and instead may leave it for the off-season. However, this seems to be happening more and more and as we're a keeper league, this does impact many of us, both directly and indirectly.
Since there is no written rule around tanking, I'm calling on the admins to create one now.
My ask is simple: each week and each day, all teams must set their lineup with the best possible players available to them. That's it.
I think this is a very fair ask for everyone, really should change nothing and keeps people fair and honest. The major point we need to discuss is what happens when this isn't followed. Sure, there'll be times when a player sits on IR a few days longer than they should or we forget to set lineups - that happens and these situations are not meant to be a part of this discussion. Instead, we need some sort of action to be taken when we see this being intentionally ignored in order to lose a specific matchup. What should the penalty be for this? I don't have this answer, but I'm hoping we can discuss this and figure it out.
