Hey guys,
I wanted to talk about the Waiver Draft and when we all think it should take place. Originally I had it planned to take place right before the next regular season but it was brought to my attention that if the Waiver Draft was held right after this regular season it could be more beneficial to league's bottom teams.
So first off, let's go over the Waiver Draft Rules again:
Waiver Draft
1. The league will hold a waiver draft just prior to Training Camp. The waiver draft will consist of 2 rounds. It will be a draft comprised of the non-playoff teams based on final standings.
2. All teams are required to protect 18 players from their active roster. Any unprotected player will then be eligible to be claimed in the waiver draft. Any team that wishes to protect 3 or more goalies may do so, but each goalie protected results in losing 1 protected player spot(eg. protecting 3 goalies results in 17 spots total, protecting 4 goalies results in 16 spots total, etc.)
3. Every team must post a roster of protected and unprotected players in the Waiver Draft thread.
4. Waiver draft picks are NOT eligible for trade.
5. Propsects are automatically protected form the waiver draft.
6. There will be a total roster freeze 1 week prior to the waiver draft. No trades, player claims or prospect claims will be permitted during this time.
7. A team may only lose a total of 2 players during the waiver draft. Once said team has been chosen from 2 times, those players will no longer be able to be selected.
8. The draft order works the same way as the Entry Draft. This is not serpentine

Ok, now that we know what the Waiver Draft is again, here are the two options and some pros and cons for both.
1. The Waiver Draft takes place right after the regular season.
In this scenario, there would be a trade freeze in effect from the trade deadline through the Waiver Draft. We would still have a total roster freeze starting one week prior to the Waiver Draft.
Waiver Draft would take place a couple weeks after our season ends.
Pros:
Teams involved in the Waiver Draft would have a better selection of players available. Assuming the better teams make upgrade trades at the trade deadline they would have better players available after the protection that would be up for grabs. Having the waiver draft early in the offseason limits these teams from then trading these players for other assets so they are free from the Waiver Draft.
Limits the power of the top teams.
Helps bottom teams have picks at better players
Cons:
Would happen during the NHL playoffs, unless we push the Waiver Draft back further. But by pushing the waiver draft back further we put a limit on trades, transactions, and overall activity.
We don't know where players are going to end up next year. This hurts both top and bottom teams. Bottom team could have picked a Glencross at the Waiver Draft only to find out that they retired right at the beginning of the season. This also works the other way, could have protected a Glencross, when they otherwise would have let them go and protected another player.
2. The Waiver Draft takes place right before the start of next regular season.
In this scenario, there would be open trading throughout the offseason.
Waiver Draft would take place three weeks before next season starts
Pros:
Encourages more activity and trading during the offseason. The teams that can't protect all their players might start trading away these players for picks/prospects. Generally these players should be sold at a lower value since otherwise they could be losing players for free.
We know where are players end up so we can make smarter decisions.
Cons:
The Waiver Draft will have slimmer pickings for the bottom teams. Won't balance out the league as much as having an earlier Waiver Draft.
