I will be posting any changes to the rules in this thread. I will state what the old rule was and what the new rule is. This way we can track the progress of how the rule book has progressed from year to year.
X) Inactive Teams (completely new section of rule book)
1) If we are within the first half of the season, an inactive team will be replaced by a new GM right away.
2) If we are in the second half of the season, an inactive team will not have an active GM for the remainder of the season and commissioners will continue to set lineups for the remainder of the season.
3) The commissioners will not make adds, drops, or trades. They will only make sure that lineups are set, injured players make it to the IR, and prospects are called up to take their place, once a week.
4) If at the end of the season, there is only one inactive team, this team will be replaced by a new GM. If at the end of the season, there are two or more inactive teams, these team’s players, prospects, and picks will enter a Dispersal Draft (see section VII. DRAFTS; C) Dispersal Draft for rules)
5) Any inactive team that makes playoffs, will be ineligible to compete for the Championship. The Championship will be contended between all active teams that finish within the top 8 in the regular season. Top teams will receive byes for the first round of the playoffs as needed to compensate for inactive teams who will not compete in the Championship. These byes will be awarded according to each team's regular season finish, with conference winners receiving the first two byes.
6) The draft picks of the inactive teams that make the playoffs, but do not compete, will not be eligible to be lottery picks and will take the first Entry Draft slots after the lottery picks. They will be given their assigned value, before the Prospect/Pick Dispersal Draft.
C) Dispersal Draft (will be lsted under the drafts section)
1) The Dispersal draft will be broken into two parts. The first part being a draft for players only. The second part being a draft for prospects and draft picks.
2) Both drafts will be of the snake format. The first pick of the player draft will be selected at random. The player that picks last in the player draft, will pick first in the prospect/draft pick draft.
3) In the player draft, all GMs most fill their active rosters first (12 Forwards, 6 Defensemen, 2 Goalies) before selecting their last 4 bench spots. All players not selected in this draft will go into free agency.
4) In the prospect draft, all GMs must fill all prospect slots. Once all prospect slots are full, you are only allowed to select draft picks.
5) After the dispersal draft takes place, new GMs will be allowed to participate in the Waiver Draft and will fall in line at the end of the order, starting with the team that selected first in the Prospect Draft.
