The specific question I am asking is about another GM leaving us. The Golden Seals will be stepping back from the league due to other committments. As of now, he will be setting lineups until we find somebody.
That being said, the commishes have noticed a slump in activity in engagement. Obviously, we all have lives and it's tough to keep up fantasy hockey teams, but we always want to keep the league fresh. We've also noticed that a lot of the new GMs burn out quick and are the ones we replace.
With that in mind, we came up with a new idea which we wanted to bring up to a vote. The idea is, when we lose a GM, instead of just replacing the team with a new GM, we wait for a 2nd GM to leave the league and ALL PLAYERS AND PROSPECTS are up to a dispersal draft between the two new GMs. This will create further pariaty in the league and it will allow each new GM to feel like they've crafted their own team, which could lead to more engagement.
Or, we can replace the team with a new GM as always, because otherwise we will have one dead team that will just have lineups set each week.

Marc's explanation of what we're looking to do is pretty much on point. The term 'dispersal draft' may have not been quite accurate of what we were intending to do, and to be honest, I'm not sure we have all the plans set in stone yet. We were mostly wanting to gauge the league's appetite on doing something a little bit different going forward, with the hopes of promoting increased engagement!

Suggestion I just thought of, but I could just be tired:
Before the trade deadline, find replacement GMs. Any GMs that leave after the trade deadline will be a part of a dispersal draft with all other owners that left post-deadline.
I also think separate prospect vs NHLer drafts should be considered.

Separate prospect vs NHLers draft would definitely happen.
I like this idea in general. Being an outsider once I would've been very intrigued at this option and I would've felt much more attached to my team than I did at first.
I also like that when new teams join they tend to make trades and I fear that using this method would limit that as teams would feel more attached to a player they drafted.
Just my 2 cents and I am still undecided as to which side to vote for.

I have also observed that teams who make lots of trades to start with have in general integrated better. One risk with that is a new GM may trade away assets before realizing their value in this league while trying to make the team their own, thereby setting their team back even further. Another risk is that GMs get too cautious with their assets (especially when inheriting a stacked team), and refrain from making any trades.
We've run into both of these scenarios before; perhaps the draft option might alleviate some those concerns while still increasing engagement.

You are definitely right on all fronts there. I think overall it would increase engagement and also increase retention rate, both of which I am for so I am on board with it.

Ya, I'm looking back on what I did with the team when I first took over and I can say that, with the knowledge I have now I would have done things a lot differently. The thing I missed most when I joined the league was the ability to draft my team, and I think it's absolutely the right thing to try and find a way to help new GMs get attached to their team.
Seems like it's almost unanimous that people want to do a dispersal draft. Thank you for putting all your input into this discussion.
We plan on reaching out to some less active GMs and guage their interest in this league. In the meantime, I will be setting California's lineups each week. If all GMs come back and take this league seriously, we will just replace California for now, if we replace a 2nd GM we will be going with the dispersal draft route.
