The idea of graduating a specific amount of prospects even if they haven't met the 100/50 GP threshold yet if being proposed. Each team has the choice to graduate a prospect and they become a mainstay on the roster. They can't be returned to minors unless they pass through waivers.
If this passes, the number of prospects you graduate can be negotiated.

The manual tracking would be a pain, I figure it would just be a thread with a master list and everyone else letting you know people have moved on.
It would add some risk, I sent Laffy back to my minors team this year when he was not producing for a while. If I tagged him as full time callup I would have had to ride it out.
But at the same time, A few years ago when my team had 5 callups that I knew I needed on my team, I did see other people pick up guys I liked too but I had to hold room for the returnees.

Currently we can still fill a minor league spot while a minor eligible player is called up to the main roster, we just have to make room before sending the called up player back down, correct?
As I understand it, players only count against the minor league cap when they are actually in the minors, and not when they are on the main roster. I think this was a change we made from the original rules, and it was to serve a similar purpose as this new proposal.
Personally, I don't feel like this is a net benefit to the league when taking into consideration the manual tracking, and room for human error.
